A marketing plan defines which actions will be executed and with what budget. A digital strategy defines why those actions and not others, what role each channel plays in the business, and how success is measured in real business terms rather than channel metrics. Without strategy, a marketing plan is a list of activities with no prioritisation criterion.

When the internal team has execution capacity but lacks an integrated view of the full channel; when the business is growing and existing channels are not scaling efficiently; or when a new market is being entered or a new channel launched and a solid starting point is needed before investing.

It depends on how quickly the market and the business change. In highly competitive or seasonal categories, quarterly reviews are common. In more stable businesses, semi-annual reviews may be sufficient. What doesn't make sense is reviewing strategy only once a year without incorporating learnings from the channel.
